Instructions

Step 2: Make the Filling

Step 3: Assemble the Rolls
- Lay a cabbage leaf flat on a clean surface. Place a portion of the beef mixture in the center.
- Fold in the sides of the leaf, then roll it tightly to form a parcel. Repeat for all leaves.
Step 4: Sauté and Layer
